The Ministry of Justice will create an open register of Russians abroad who are evading punishment in the Russian Federation
Private draft
The Russian Ministry of Justice will prepare a public register of citizens who are abroad and evading the execution of the punishment imposed in the Russian Federation. Restrictions will be предусмотрены for those included in the list, including the blocking of bank accounts and property.
The open list will be posted on the Ministry of Justice website by analogy with the register of “foreign agents”, and the cards will indicate the grounds for applying restrictions. This was said by Deputy Minister of Justice Oleg Sviridenko in an interview with TASS.
The decision to include a person in the register will be made by the Ministry of Justice on the recommendation of the Ministry of Internal Affairs, the FSB, the Federal Bailiff Service, the Federal Tax Service, or the Prosecutor General’s Office. Restrictions will begin to apply the day after inclusion in the list.
The relevant package of laws was adopted in July. They concern Russians who are abroad and evade criminal punishment or punishment under certain administrative articles, including articles on “discrediting” the army, violating legislation on “foreign agents”, and participating in “undesirable” organizations.
The law provides for 14 types of restrictions, including the blocking of accounts and property, a ban on registering real estate and cars, obtaining loans, and using remote banking services. Among the measures are also a ban on registering as an individual entrepreneur and on self-employment.
Money received by such a person can be transferred to a special ruble account. After the imposed punishment is carried out, the restrictions may be lifted, and the person may be removed from the register.
Sviridenko said that if the violator is ready to return, admit mistakes, and bear the deserved punishment, then he has the right to restoration of rights. If the person continues to hide abroad and does not answer for their actions, the restrictions will remain.
