An entire chapter on “crimes against the foundations of the constitutional order and constitutional security” disappeared from the published 2025 statistics. It previously included cases of treason, disclosure of state secrets, sabotage, organization of an extremist community, and “discrediting” the army.
At the same time, the Judicial Department stated that under Article 207.3 of the Criminal Code, concerning the spread of “fake news” about the army, 90 people were convicted in 2025.
The report also removed information on administrative cases for “discrediting” the army, incitement of hatred, calls for separatism, and violation of the rules governing the activities of a “foreign agent”.
In addition, data on crimes committed by servicemen, judges, prosecutors, investigators, police officers, and employees of the Federal Penitentiary Service have been classified. Previously, the Judicial Department published such information.
