Putin called business contributions to the budget at the Eastern Economic Forum «voluntary donations»
Private draft
Vladimir Putin, speaking at the plenary session of the Eastern Economic Forum (EEF), said that financing the Russian budget through private enterprises is a “business initiative”, not levies. He described such “voluntary donations” as support for the economy and social sphere and estimated them at hundreds of billions of rubles.
Putin said: “There are no levies, there are voluntary donations”, and insisted that this is a “business initiative”. According to him, entrepreneurs themselves proposed making a contribution because they work in Russia, have accumulated personal fortunes, and want to support the country in the current conditions.
The president also said that the government will direct the funds received to the social sphere, including education and healthcare. He added that, in his view, business is proposing such a contribution for the development of the economy and the social sphere.
In March, at a closed meeting with major entrepreneurs after the congress of the Russian Union of Industrialists and Entrepreneurs (RSPP), Putin suggested that they make “voluntary” contributions to the budget. As The Bell reported, the proposal was made after discussions of the continuation of the war and its financing.
By mid-August, non-repayable inflows from business into the federal budget, made since the beginning of the year, had reached 383.69 billion rubles, Vedomosti wrote, citing data from the Electronic Budget. If in January–March 15.6 billion rubles came into the budget from non-state organizations, by the end of April the amount had grown more than tenfold — to 159.7 billion rubles.
