NATO will allow Ukraine to purchase weapons, ammunition, and equipment through the NATO Support and Procurement Agency (NSPA), which manages contracts, organizes joint procurement, and builds logistics. The Financial Times reported this first.
According to the FT, new purchases may cost Ukraine less precisely because of the scale. NSPA Director of Operations Support Jacqueline Borstboom told the publication that the scheme would give Ukraine a more structured basis for using the agency’s wide range of capabilities.
She listed among these capabilities procurement expertise, support services, and access to an advanced industrial base. In the FT article, this is presented as a way to simplify and make deliveries to Ukraine cheaper.
As Reuters notes, the deal is being concluded against the backdrop of worsening relations between Kyiv and Washington. Earlier, Ukraine complained about disruptions in intelligence sharing, which caused warnings of missile strikes to arrive too late.
Media reported that Donald Trump’s administration was unhappy with strikes on Russian energy infrastructure and threatened to suspend the transfer of ammunition and equipment to Ukraine as part of procurement. Volodymyr Zelensky said this week that intelligence sharing had resumed.
