Former State Duma deputy from the CPRF Oleg Mikhailov detained in Moscow in a case of justifying terrorism

Private draft

On October 21, former State Duma deputy from the CPRF Oleg Mikhailov was detained in Moscow. The CPRF said he is being charged under Part 2 of Article 205.2 of the Criminal Code of the Russian Federation — public justification of terrorism using the internet.

The CPRF уточнили that Mikhailov was detained after returning from vacation. The party emphasized that he is a member of the CPRF Central Committee and the first secretary of the Komi republican committee.

According to the CPRF, this concerns Part 2 of Article 205.2 of the Criminal Code of the Russian Federation, which provides for liability for public calls for terrorist activity, its justification, or propaganda. The party believes that the reason for the case was Mikhailov's 2024 social media post about sociologist Boris Kagarlitsky.

Kagarlitsky received five years in a penal colony in 2024 in a case of justifying terrorism. The CPRF links Mikhailov's publication to this and considers it a possible basis for criminal prosecution.

On the evening of October 21, the Telegram channel “New Republic” reported that after the detention, a lawyer was not allowed to see Mikhailov. According to the channel, the duty officer in the building of the Main Investigative Directorate of the Investigative Committee of the Russian Federation said that a pass would not be issued because the workday had ended and the pass office was closed.

The CPRF also says that over the past two weeks Mikhailov has become at least the third communist involved in a criminal case with political overtones. Among such cases, the party names the secretary of the branch in the Vyborg district of the Leningrad region, Angela Donskaya, who is suspected of discrediting the Russian army, and former deputy of the Murmansk Regional Duma Gennady Stepakhno, detained on October 9.

Regarding Donskaya, the CPRF points to Part 1 of Article 280.3 of the Criminal Code of the Russian Federation and suggests that the reason for the case was one of the posts on her VKontakte page. Regarding Stepakhno, the party reports only the detention on October 9 and does not publicly name the reason for the prosecution.
