Western diplomats in Kyiv discuss relocating embassies to Lviv or eastern Poland

Private draft

Western diplomats in Kyiv are privately discussing contingency plans in case the situation sharply worsens because of Russian strikes on Ukraine’s civilian infrastructure in the capital, including a possible relocation of embassies to Lviv or eastern Poland. According to two senior diplomats, such a scenario is being considered in case Russia begins deliberately attacking foreign missions.

One of the British newspaper The Guardian’s sources said: “It is obvious that the situation is deteriorating rapidly”. Publicly, diplomats say they intend to remain in Kyiv because, in their view, their departure would amount to a propaganda victory for Moscow and would create the impression that Ukraine had been abandoned.

Since September, Russian forces have been attacking Kyiv almost around the clock with drones and missiles. Senior Ukrainian officials previously told the British magazine The Economist that Russia plans to paralyze the capital before winter arrives in order to intensify public tension and destabilize the political situation.

According to one of the publication’s sources, Vladimir Putin ordered attacks on all civilian facilities in Kyiv so that people would be afraid to go to supermarkets. Ukrainian President Volodymyr Zelensky said that Russia will intensify air attacks on Kyiv during the U.S. congressional midterm elections, which are due to take place in early November.

According to him, Moscow’s goal is to force residents to leave the capital, as well as to show how strong Putin is and that he is not afraid of Europeans or sanctions. Zelensky also said that these messages are also aimed at audiences in the United States. The day before, Russia struck the South Bridge in Kyiv several times, and on Wednesday, September 30, after a massive strike, significant power outages occurred in the city for the first time since the summer break, similar to those residents experienced last winter.
