Trukhin and Issers were sent to pretrial detention in a case of fraud involving the products of the Research Institute of Vaccines

Private draft

The former director of the St. Petersburg Research Institute of Vaccines and Serums of the FMBA, Viktor Trukhin, and the CEO of LLC Rusbiofarm, Sergey Issers, were sent to pretrial detention on suspicion of fraud involving the institute’s products worth at least 152 million rubles. The case concerns supplies of flu vaccines Flu-M Tetra and Flu-M.

According to investigators, no later than August 2023, Trukhin and Issers entered into a conspiracy and signed a contract for the supply of the institute’s products worth 315.8 million rubles, initially with no intention of fully fulfilling their obligations. The contract provided for 100% prepayment.

From August to November 2023, it is alleged, they used forged letters requesting a payment deferral to secure shipments to Rusbiofarm of the institute’s products worth almost 293 million rubles. From this batch, according to investigators, products worth at least 152.2 million rubles were stolen.

Both were detained on September 30, but charges have not yet been brought against them, and the court placed them in custody until November 29. As The Insider writes, the contract date, the 100% prepayment condition, and the amount of products actually shipped match the data in an arbitration dispute between the institute and Rusbiofarm.

According to the ruling of the Thirteenth Arbitration Court of Appeal, on August 14, 2023, the parties concluded contract No. 1095-23 for the supply of flu vaccines Flu-M Tetra and Flu-M. The court found that the institute shipped products worth 292,904,423.68 rubles to Rusbiofarm, and the company partially paid for the deliveries.

As a result, Rusbiofarm’s debt to the institute under this contract amounted to 132.5 million rubles. This amount differs from the 152.3 million rubles that investigators now consider to be the value of the stolen products, and the published materials do not yet explain the discrepancy.

Issers had already appeared in another criminal case involving the same institute, but then he was the complainant. According to The Insider, he informed law enforcement about a demand for 19.25 million rubles to continue contracts between the institute and Rusbiofarm for the supply of the coronavirus vaccine Convacell, after which Yevgeny Makovsky was sentenced to nine years in a high-security penal colony, and Igor Rudykh to eight.

The same The Insider report said that almost 178,000 doses of Convacell were sold to the occupied territory of Luhansk region before the vaccine’s clinical trials were completed. By the time of the new detention, Trukhin had already been convicted in another case of abuse of office and, under that sentence, had been released from punishment after crediting the time he spent in custody.
