The Investigative Committee proposed introducing a special license to operate electric scooters

Private draft

The Investigative Committee of Russia proposed extending the status of vehicle drivers to users of personal mobility devices and requiring them to obtain a special license to operate them. The initiative was announced on September 30 at a meeting in the Federation Council.

Moscow. September 30. The Investigative Committee of Russia proposed amending the Federal Law “On Road Safety” and extending the status of vehicle drivers to persons using personal mobility devices for individual travel, according to a report by Interfax.

The initiative at the meeting in the Federation Council was announced by senior inspector of the seventh department (analytical support of the investigation) of the oversight division for investigative bodies of the Main Investigative Directorate of the Investigative Committee of the Russian Federation Dmitry Astashkin.

According to him, personal mobility devices are to be classified as vehicles for which operation requires obtaining a special license. The Investigative Committee believes this will make it possible to apply to users of PMDs the requirements already provided for obtaining the right to operate a vehicle of the relevant category, including the minimum age of 16.

At present, the use of PMDs is permitted from the age of 7. The agency also considers it relevant to work out a ban on PMDs traveling on sidewalks, pedestrian zones, and pedestrian paths.

In addition, the Investigative Committee believes that such changes will make it possible to hold PMD users administratively and criminally liable if, as a result of violating traffic rules, harm is caused to victims’ health.
