The government submitted to the State Duma a bill to raise fines for rallies and discrediting the army

Private draft

The government submitted to the State Duma a bill that roughly doubles the lower and upper limits of fines for violations of public order and safety. The amendments will affect, among other things, the rules for holding rallies, discrediting the army, and a number of other articles of the Administrative Offenses Code.

About the bill The Moscow Times reports. The document proposes increasing penalties under several articles of the Administrative Offenses Code related to public order and safety.

Under Part 1 of Article 20.2 of the Administrative Offenses Code on violating the procedure for holding a public event, the fine for citizens is to be raised from 10,000–20,000 to 15,000–25,000 rubles, for officials — from 15,000–30,000 to 30,000–60,000 rubles, and for organizations — from 50,000–100,000 to 100,000–200,000 rubles. The amounts under other parts of the same article are also planned to be increased.

According to Interior Ministry data cited by the government, from 2022 to 2025 courts issued rulings on 16,244 reports of violations at rallies, including 13,529 in the first year of Russia's war against Ukraine. For public actions aimed at discrediting the army, the government proposes raising fines under Part 1 of Article 20.3.3 of the Administrative Offenses Code from 30,000–50,000 to 35,000–50,000 rubles for citizens, from 100,000–200,000 to 200,000–370,000 rubles for officials, and from 300,000–500,000 to 0.6–1 million rubles for organizations.

In 2024–2025, 2,912 court decisions were issued under the article on discrediting the army. The amendments also affect the distribution of extremist materials, petty hooliganism, appearing intoxicated in public places, violating the rules for selling alcohol, the ban on smoking and consuming alcohol in certain areas, as well as living without a passport or registration.

The government noted that for most of these articles, fines had not been increased since 2012. The explanatory note says that indexation should preserve the ratio between the amount of the fine and the degree of public danger of the offense in Russia's current economic situation.

On the eve of this, the Interior Ministry proposed increasing fines for failure to fulfill duties before the court by more than three times.
