The Government Submitted a Draft Federal Budget for 2027–2029 to the State Duma with a Deficit of 5.5 Trillion Rubles
Private draft
The Russian government submitted to the State Duma a draft law on the federal budget for 2027 and the planning period of 2028–2029; the order was signed by Prime Minister Mikhail Mishustin. In 2027, spending is planned at 48.8 trillion rubles, revenues at 43.3 trillion, and the deficit will amount to 5.5 trillion.
The draft is рассчитан for three years, and the government calls it “balanced”. In 2028, spending is set at 50.9 trillion rubles, revenues at 45.8 trillion; in 2029, 53.9 trillion and 48.6 trillion, respectively.
Among the priorities of the three-year budget, the authorities name social obligations, including assistance to participants in the war against Ukraine and their relatives, as well as meeting defense and security needs. How much money will go to the army and security forces is not specified in the government’s statement.
The budget is based on the baseline scenario, according to which GDP in 2027 will grow by 1.4%, and by 2029 growth will accelerate to 2.4%. Insurance pensions will be indexed twice — from February 1 by 6.8%, at the inflation rate for 2026, and from April 1 by another 3.3%.
The subsistence minimum — to 20,227 rubles — and the minimum wage — to 28,935 rubles — will also rise by the same 6.8%. Regions with a difficult financial situation will additionally receive 100 billion rubles in balancing subsidies in 2027.
On Vladimir Putin’s order, the government will also postpone the deadlines for the constituent entities of the federation to repay budget loans until after 2030; this should free up about 300 billion rubles. About 19 trillion rubles have been reserved for national projects over three years, and a year ago for 2027 they planned 46.1 trillion rubles in spending and 42.9 trillion rubles in revenues, that is, a deficit of 3.2 trillion rubles. Spending under the “National Defense” item for that year was then planned at 13.57 trillion rubles.
