The Federal Notary Chamber sent a letter to the regions about restrictions for military registrants

Private draft

The Federal Notary Chamber sent a letter on September 15 to regional notary chambers, which says that “temporary measures” may be used to ensure the appearance of military registrants at the military commissariat in response to a summons. The document was obtained by the British newspaper The Sunday Times, and this week human rights activists reported refusals to issue powers of attorney to conscripts in Moscow and the Samara region.

The letter was signed by Konstantin Korsik, vice president of the Federal Notary Chamber, and its contents are reported by “Agentstvo”. It says that “temporary measures” may be applied to citizens to ensure their appearance at the military commissariat in response to a summons.

The document also says that potential conscripts may be prohibited from taking out mortgages, buying and selling real estate, or registering as business owners without presenting military registration documents. In addition, the FNC informed regional notaries that Article 22 of the Federal Law “On Military Duty” establishes the conscription of men aged 18–30 who are registered for military service or are required to be registered and are not in reserve.

The British newspaper The Sunday Times writes that the letter was sent to all regional notary chambers in Russia. The publication was able to independently confirm receipt of the document only in the Kaliningrad region.

On Tuesday, the human rights organizations “School of the Conscript” and “Movement of Conscientious Objectors” reported complaints about notaries in Moscow and the Samara region refusing to issue powers of attorney to conscripts for representing their interests at military enlistment offices and draft boards. An acquaintance of one of the conscripts said that he was required to log into the summons registry and show that he had no summonses.

The mother of an 18-year-old conscript from Samara said that the hotline of the Federal Notary Chamber told her that no such orders had been issued, and recommended contacting the regional notary chamber. According to her, an extract from the summons registry did not solve the problem: notaries refused to include in the power of attorney the authority to be removed from military registration and to represent interests during a medical examination.
