Russia’s Ministry of Justice added Zhanna Nemtsova, Rustam Khuazhev, the «Navalny Team», and «Reanimation» to the registry of «foreign agents»

Private draft

Russia’s Ministry of Justice added Zhanna Nemtsova, the daughter of the slain opposition politician Boris Nemtsov and the founder of a foundation bearing his name, to the registry of “foreign agents”. The list also includes lawyer and Circassian activist Rustam Khuazhev, as well as the information resources “Navalny Team” and “Reanimation”.

According to the agency, Nemtsova spread “false information” about the decisions and policies of the Russian authorities, spoke out against the war with Ukraine, took part in distributing materials from “foreign agents”, and interacted with them. The Ministry of Justice also said that she lives outside Russia and is the founder of an organization whose activities the Russian authorities have recognized as “undesirable”; this likely refers to the Boris Nemtsov Foundation.

According to the Ministry of Justice, Khuazhev also spoke out against the war, spread “false information” about the Russian authorities, and took part in creating materials from “foreign agents” and an “undesirable” organization. The agency said that he lives outside Russia; in the Ministry of Justice’s statement, Khuazhev is described as a public figure and a member of the presidium of the “League of Free Nations”, while the League itself describes him as a representative of the Circassian national liberation movement.

The Ministry of Justice accused the “Navalny Team” of spreading “false information” about the Russian authorities and the electoral system, speaking out against the war, and distributing materials from “foreign agents”. Separately, the agency said that the resource is managed from abroad by an organization that the Russian authorities have added to the list of terrorist organizations.

The Ministry of Justice attributed to the “Reanimation” resource the spread of “false information” about the authorities and the electoral system, as well as materials from “foreign agents” and organizations recognized in Russia as “undesirable”. At the same time, the autonomous non-profit organization “Center for Work on the Problem of Violence” was removed from the registry — the Ministry of Justice explained this by the organization’s liquidation. The law on “foreign agents” was adopted in 2012; later, media outlets and individuals began to be included in the registry as well, including those who do not receive foreign funding but are under “foreign influence”, while the law itself does not define the term. As a rule, opponents of the war in Ukraine are included in the registry.
