Ukrainian drones damaged one of the industrial enterprises in the Samara region on Tuesday morning, said the region’s governor, Vyacheslav Fedorishchev. The Ukrainian monitoring channels Exilenova+ and Supernova+ published photos and videos of the fire at the attacked Syzran refinery, and Astra’s geolocation analysis confirmed the strike on the plant.
Supernova+ called the attack on the Syzran refinery the largest so far today. According to Rosneft, the enterprise processes 6.1 million tons of oil per year and produces 2.1 million tons of diesel fuel.
In addition to the Syzran refinery, an Ozon warehouse in Taganrog was attacked in Russia. Russia also carried out strikes on the Kharkiv region and Kyiv overnight into Tuesday.
In the capital of Ukraine, Mayor Vitali Klitschko reported a drone strike on a gas station. This happened a few hours after U.S. President Donald Trump’s statement on Truth Social that “Ukraine agreed not to strike Russian energy facilities, Russia agreed to do the same”.
On Sunday, during a visit to Ireland, Donald Trump said that Ukrainian strikes on Russian diesel fuel production “are harming the whole world”, and said he had asked Volodymyr Zelenskyy to stop such attacks. Later, Volodymyr Zelenskyy said that Ukraine was ready to stop strikes if partners could ensure Russia’s refusal to attack Ukrainian energy infrastructure, critical infrastructure, and food transport routes, and added that he was not sure Russia was ready to honor the agreements. At the latest talks in Moscow between the American delegation and Vladimir Putin, no decision was made on an energy truce, Financial Times wrote, noting that Trump’s statement caught Ukrainian officials off guard, and the newspaper’s sources familiar with sentiment in the Kremlin claim that Putin does not want to conclude such an agreement before winter.
