Putin appoints Shokhin as business ombudsman and creates an autonomous nonprofit organization for his work

Private draft

On October 5, Vladimir Putin appointed Alexander Shokhin, head of the Russian Union of Industrialists and Entrepreneurs (RSPP), as the commissioner for entrepreneurs’ rights. At the same time, he signed a decree creating the ANO “Platform for Working with Entrepreneurs’ Appeals”, which will support the ombudsman’s work.

As The Insider writes, the founder of the new autonomous nonprofit organization will be the Presidential Property Management Department. Shokhin will head its supervisory board, and the board’s composition will be agreed with the presidential administration.

The platform will be responsible for the financial, material, technical, and other support of the business ombudsman’s work. Separate budget appropriations for this organization will now be specified in the federal budget.

The functions of the new structure were previously performed by the Public Chamber apparatus. Before the reform, the ombudsman’s apparatus was provided with material and technical support by its own service.

The institution of the commissioner for entrepreneurs’ rights was reformed in the summer: after the changes, it operates on public-state, rather than purely state, grounds. According to presidential press secretary Dmitry Peskov, in May this post was supposed to go to Shokhin.

The amendments allow him to retain his position as head of the RSPP at the same time. Before Shokhin, Boris Titov held this post for ten years, from 2012 to 2022, and after his departure it remained vacant.
