Poland will approve the civil defense program for 2027–2031 for 102.4 billion zlotys

Private draft

The Polish government will adopt on October 6 a draft resolution approving the population protection and civil defense program for 2027–2031. It allocates 102.4 billion zlotys, or about $26 billion.

About 30 billion zlotys of the total amount are planned to be directed to the regions. The money is intended to be spent on building and equipping shelters, developing rescue services, ensuring uninterrupted water and energy supplies, creating reserves for emergencies, as well as on alert systems and information security.

Prime Minister Donald Tusk announced the draft ahead of the meeting of the Council of Ministers, the Polish Press Agency (PAP) reports. He said the new program would continue the 2025–2026 measures, when almost 34 billion zlotys had already been allocated to population protection.

Tusk noted that such programs previously mainly financed urgent purchases, for example generators in case of power outage threats, but now it was decided to expand it. In November 2024, Poland adopted a civil defense law under which 0.3% of GDP should be allocated annually for these purposes.

At the same time, Poland is developing a bill on the full readiness of the state for war. Defense Minister Władysław Kosiniak-Kamysz said the document would simplify the deployment of national and allied troops, the preparation of infrastructure, and the coordination of the defense response plan with NATO criteria, and would also reform the permanent duty system.

According to Kosiniak-Kamysz, the bill also plans to adapt regulations to counter hybrid attacks, cyber threats, and disinformation. He linked the need for changes to the increased number of incidents involving missiles and drones near Poland's borders.

Earlier, the Baltic states began preparing evacuation plans for the population to Poland in the event of a Russian attack. Lithuania's Interior Minister Martynas Katelyna said the scenario affects at least 1 million people, and the main burden of receiving refugees may fall on Podlaskie Voivodeship.

In July, officials from Poland and Lithuania stated that Russia was preparing provocations against their states. They claimed that Moscow might try to carry out a false flag operation by launching drones disguised as Ukrainian ones, as well as attack energy and communications infrastructure.
