Private draft

Former Russian Minister of Communications and Mass Media Nikolai Nikiforov no longer heads the mining company JSC “Innopolis Tech” from Tatarstan. Vladimir Lysenko has become the new CEO, and the record of the management change was entered into the Unified State Register of Legal Entities on September 28.

Vladimir Lysenko has become the new CEO of JSC “Innopolis Tech”; the record of the management change was entered into the Unified State Register of Legal Entities on September 28, Interfax reports.

The reasons for the personnel changes in the registry have not been disclosed. Before this, the company had been headed since its founding in 2021 in Innopolis, Tatarstan, by Nikolai Nikiforov.

Nikiforov was the Russian Minister of Communications and Mass Media from May 2012 to May 2018. According to the Unified State Register of Legal Entities, Lysenko headed the Moscow law firm JSC “Novaya Vysota” from October 2023 to January 2026, and during this period it became the sole owner of LLC “Tsar-Myaso” and gained control over LLC “Bryansky Meat Processing Plant”.

In December 2023, the company bought at auction for 1.4 billion rubles the property complex of the bankrupt JSC “Tutaevskaya CCGT” — a 52 MW combined-cycle thermal power plant in the Yaroslavl region. In March 2024, Nikiforov reported a contract with the server manufacturer for mining Bitmain for the supply of equipment.

In November 2024, he said that the company’s balance sheet held more than 200 mined bitcoins, the company accounts for about 0.45% of the global market and mines about two bitcoins per day, and at one point planned to place bonds on the Moscow Exchange. In December 2025, “Innopolis Tech” became the owner of the Dorogobuzh CHP plant in the Smolensk region.

According to the financial statements, in 2025 the company’s asset value rose to 14.4 billion rubles, revenue fell to 170 million rubles, and net profit increased to 887 million rubles thanks to income from property revaluation and exchange-rate differences. In June 2026, “Innopolis Tech” was converted from LLC to JSC; before that, Nikiforov owned 67% of the authorized capital, and information about the shareholders of the JSC is not disclosed in the Unified State Register of Legal Entities.

On September 17, the Meshchansky Court of Moscow ordered Nikiforov’s in absentia arrest in a case of especially large-scale fraud under Part 4 of Article 159 of the Criminal Code of the Russian Federation; he has been placed on a wanted list, and the court did not specify the details of the case. According to Kommersant, the investigation believes that Nikiforov, who has lived in the UAE since 2018, is one of the creators of the Finiko financial pyramid; the Interior Ministry said it operated from January 2018 to July 2021 and caused damage of more than 5 billion rubles, and on September 9 the court arrested Nikiforov’s stakes in seven companies, while “Innopolis Tech” was not on that list.
