By the beginning of September, there were 1,454 bankruptcy cases involving construction companies in Russia, compared with 1,089 in June, which means a 41% increase, according to data from Kontur.Focus; this was reported by The Insider.
The main share of the problems falls on regional companies. Among the developers undergoing bankruptcy proceedings are organizations from Kazan, Chelyabinsk, Surgut, Perm, Krasnoyarsk, and Novosibirsk.
The Ministry of Construction is also recording risks of missing housing completion targets in a number of regions. Deputy Prime Minister Marat Khusnullin said on September 22 that housing completions in Russia had fallen by 14% year on year, with individual housing construction declining the most noticeably.
Market participants link the worsening situation to weaker demand, high borrowing costs, rising production costs, and accumulated fines for missing project completion deadlines. Small regional developers are especially vulnerable, as they find it harder to service debt and attract new financing.
According to Kontur.Focus itself, in the first half of 2025 the number of new bankruptcy cases fell by 53% compared with the first half of 2024 — from 1,696 to 794. In the first half of 2026, about 1,100 cases were initiated, so the figure is rising again, although it still remains below the 2024 level.
