In Chukotka, the procedure for returning unused business grants of entrepreneurs killed in the war was approved
Private draft
The authorities of Chukotka approved the procedure for handling business grants of entrepreneurs who died while taking part in the war against Ukraine. Money already spent and confirmed by documents does not need to be returned, and the unused balance must be transferred to the regional budget; the order does not specify who exactly is responsible for this after the recipient's death.
The order of the Department of Economy and Investments of the Chukotka Autonomous Okrug dated September 18, 2026, No. 5 established the procedure for working with grants for starting a business for recipients participating in the war against Ukraine. The rules apply to mobilized personnel, contract soldiers of the Armed Forces and other military formations, as well as members of volunteer formations. They apply both to individual entrepreneurs and to heads of legal entities — recipients of support.
A separate section of the order is devoted to the death of a grant recipient. If an entrepreneur dies during participation in the war, the department unilaterally terminates the grant agreement without penalties. Money already spent on the purposes provided for by the project and confirmed by documents does not need to be returned.
At the same time, unused grant funds are subject to return to the regional budget in the manner established by law. The document does not specify on whom exactly this obligation is imposed after the recipient's death, including if there are no heirs. To terminate the agreement, officials must independently request information about the entrepreneur's death and confirmation that at the time of death he was participating in the war.
The order separately describes the case of business inheritance. If another individual becomes the heir of an individual entrepreneur, and that person also has the status of an individual entrepreneur and meets the program criteria, they may assume the rights and obligations under the grant agreement. Then the heir completes the project under the previous terms, and penalties for delays that arose during the original recipient's participation in the war and the processing of the inheritance do not apply.
If the entrepreneur decides to terminate the project due to participation in the war, they may terminate the agreement without penalties or fines. Money already spent for its intended purpose is also not returned in this case, and the unused balance must be transferred back to the regional budget within 30 calendar days. Another option is to suspend the project for the duration of participation in the war, initially for no more than 24 months with the possibility of extension; for this period the entrepreneur is exempt from reporting on indicators and from liability for missed deadlines, and after returning they must resume the project and fulfill the obligations under the agreement.
