FSIN will restructure training in departmental colleges for work in colonies and pretrial detention centers

Private draft

FSIN has decided to restructure the training of cadets at its vocational colleges for work in colonies, prisons, and pretrial detention centers amid a shortage of more than 70,000 employees. The draft order of the agency was published on September 8.

The draft order of FSIN published on September 8 is intended to replace the 2022 version, which regulated training within higher education. Now vocational education programs at departmental colleges will be developed with the requirements for future FSIN employees in mind.

The document says that cadets will undergo practical training in institutions and bodies of the correctional system. Pre-graduation practical training will take place in those institutions with which the student has a service contract.

At the end of August, FSIN also issued an order on a new procedure for admission to subordinate vocational educational institutions. According to this document, applicants can enroll there with a certificate of basic general or secondary general education.

In March, FSIN head Arkady Gostev said that the personnel shortage in 2025 had exceeded 30.5%. With a staffing level of 234,100 employees, the shortage, he said, exceeds 71,000 people, and by the end of 2024 there was a shortage of 54,000 prison staff.

Anna Karetnikova, former analyst at the Moscow UFSIN and ex-member of the Moscow ONK, believes that extending this system to teenagers aged 15–16 may worsen the quality of education. According to her, the risk is that very weak training will begin not at university, but already after 9th grade.

FSIN's new initiatives appeared amid state attempts to close staffing gaps in a number of security agencies, including the Ministry of Internal Affairs and the Ministry of Emergency Situations. At the same time, as Russians have previously complained, children are often not admitted to 10th grade under the pretext of a low level of knowledge and poor report cards.
