FBK says Ella Pamfilova received an apartment in central Moscow from the state and registered it in her granddaughter’s name

Private draft

The Anti-Corruption Foundation claims that CEC head Ella Pamfilova received a 237 m² apartment in central Moscow free of charge from the state, after which the property was registered in the name of her 24-year-old granddaughter, Irina Kezina.

In the FBK investigation, it says that the building where this apartment is located consists of 42 apartments and is under constant FSO protection. Over the years, senior officials and their relatives have received and privatized property there, including the families of Moscow Mayor Sergei Sobyanin, former Prosecutor General Yuri Chaika, former head of the presidential administration Sergei Ivanov, former Russian Railways chief Vladimir Yakunin, Sberbank head German Gref, and Constitutional Court Chairman Valery Zorkin.

FBK believes the transfer of the apartment is linked to Pamfilova’s work heading the CEC and the commission’s actions during elections. At the same time, the published investigation does not specify which government agency transferred the apartment or on what grounds. Pamfilova and the CEC had not publicly commented on this information at the time of publication.

In the same building, another Central Election Commission chair previously received an apartment. In 2016, Novaya Gazeta wrote that Alexander Veshnyakov privatized a three-room apartment on Rochdelskaya Street measuring 138.7 m² in July 2003, when he headed the CEC, which the publication then estimated at about 69.4 million rubles.

In 2019, The Insider reported on an FBK investigation according to which the four-year-old grandson of CEC member Boris Ebzeev, Artur, became the owner of a 274 m² apartment worth about 500 million rubles, and later it was sold. The Insider also wrote about a luxury apartment allocated by the Presidential Property Management Department: first the housing was registered free of charge in the name of Elena Shmeleva’s son, and a year later he gave it to his mother; the publication estimated the apartment’s price at about 100 million rubles.
