Private draft
On the night of Friday, Ukrainian drones attacked oil refineries in Perm and the Rostov region, the Zavod Iskra enterprise in Ulyanovsk, and an Ozon warehouse in Voronezh. In Ulyanovsk, according to Governor Alexey Russkikh, eight people were injured, including a child; in Voronezh, according to Governor Alexander Gusev, four people were preliminarily reported injured.
In Perm, the strike hit Lukoil-Permnefteorgsintez (PNOS), one of Russia’s ten largest oil refineries. Ukrainian monitoring channels published footage of the fire, and Astra confirmed that it was indeed PNOS; according to preliminary data, the AVT-5 unit caught fire at the plant, and this refinery was already attacked on August 21.
Perm Governor Dmitry Makhonin called the incident a “massive attack” by drones and said the strike hit an industrial facility. He did not provide any other details.
In Ulyanovsk, JSC NPP Zavod Iskra of the Almaz-Antey concern was attacked — a major defense enterprise producing semiconductor devices, microwave components, and microelectronics for missiles. Governor Alexey Russkikh reported eight casualties, including a child, and damage to industrial and civilian infrastructure; according to him, medical services have been placed on high alert, and additional beds have been deployed in hospitals.
In the Rostov region, according to regional head Yuri Slyusar, the strike hit the Novoshakhtinsk refinery, which was damaged and suspended operations. Slyusar also said that about 50 drones were destroyed while repelling the air attack in the region; the Novoshakhtinsk refinery is the only one in the region and one of the largest in southern Russia, with a capacity of 5.6 million tons per year, and the plant is located about 100 km from Rostov-on-Don and produces gasoline, fuel oil, marine fuel, diesel fuel, and heating oil. According to the regional head, the enterprise suspended operations exactly one month after the previous shutdown, and at that time the Rostov region was also under drone attack.
In the Voronezh region, Governor Alexander Gusev reported the interception of 88 drones over the regional capital and six districts. According to him, four people were preliminarily injured in Voronezh, and residential buildings, cars, several non-residential and industrial buildings were damaged, and fires broke out.
According to Supernova, the attack hit an Ozon warehouse: after the first strike, the fire there was quickly extinguished, but attempts continued in the morning. Astra also wrote that Vоронежсинтезкаучук was hit — a major petrochemical enterprise, near which there is a thermal power plant, and less than two kilometers away there is a hill with a Pantsir air defense missile and gun system and, likely, a position of S-300/S-400 systems.
