Digital profiles of children are being built in Russian schools, and security forces may gain access to some of the data
Private draft
The Memorial Center published a report by researcher Konstantin Troitsky on the fact that digital profiles are being built on children in Russian schools. According to the report, some of this information may become available to the Ministry of Internal Affairs, the FSB, and the National Guard.
The report says that under the slogans of safety and convenience, digital profiles collect information about a child’s studies, health, family, communication, and views. Educational platforms, cameras, school internet, and social media monitoring are used for this, and the system itself, according to the author, goes far beyond the educational process and forms an infrastructure of political control.
One of the main directions is checking schoolchildren’s social media. Troitsky writes that the first link in data collection is the homeroom teacher: teachers look at posts, comments, subscriptions, and likes, after which they pass the information to the school administration, and the administration may send it to the Ministry of Internal Affairs.
The scale of this practice is shown in the report using the example of Sverdlovsk Oblast. In March 2026, Deputy Governor Tatyana Savinova said that 4.6 million profiles on social media are being monitored in the region. If the system detects prohibited content, signs of destructive behavior, or suicidal statements, the information goes to the Ministry of Education and the school, and sociologist Anna Okchkina notes that the school’s control function is strengthening while its socializing role is weakening.
Troitsky separately describes the interagency GIS “Prevention”: it may store data about a child and their family, offenses, running away from home, and drug use. In 2025, the Ministry of Education confirmed that together with the Ministry of Internal Affairs and the Ministry of Science and Higher Education it had prepared methodological materials for identifying a tendency toward offenses among migrant children, and if signs of destructive behavior are present, law enforcement agencies may be brought into the work. In addition, cameras in schools are connected to regional storage centers, and, according to the report, employees of the Ministry of Internal Affairs, the FSB, and the National Guard are able to watch broadcasts from their terminals without a separate request to the school.
