Crimean authorities allocated money for rebuilding homes after UAV attacks, classifying the damage as man-made emergencies

Private draft

Russia-controlled authorities in Crimea allocated money for the restoration of residential buildings and compensation to residents after several attacks by Ukrainian drones. In the Council of Ministers’ decrees, the attacks themselves are not named: the consequences were classified as “man-made emergencies”, and in the case of Feodosia the cause of the damage was listed as “an explosion of an explosive object”.

The Insider drew attention to the documents: on September 22, the Crimean Council of Ministers allocated 825,000 rubles to the Feodosia administration for payments to residents who lost essential property as a result of two emergencies — on May 28 and 30, 2026.

In the decree, both situations are called a “man-made emergency of municipal character” related to “an explosion of an explosive object”. The payment for partial loss of property is 75,000 rubles per person, and for total loss — 150,000.

The dates in the document coincide with Ukrainian strikes on Feodosia. On the night of May 28, the Ukrainian General Staff reported hitting the Russian ST-68 radar station in the city, and on the night of May 30, Ukrainian drones attacked the Feodosia marine oil terminal.

The UAV forces of the Ukrainian Armed Forces said that the target was hit by operators of the 412th Nemesis Brigade and that a fire started on the terminal grounds. The Insider reported that the fire continued the next day, and NASA satellites recorded a thermal anomaly; Russian authorities did not publicly comment on the consequences of the strike at the time.

Another 1.86 million rubles were allocated by the Crimean Council of Ministers to the Kerch administration for dismantling and temporary reinforcement of the emergency structures of the first entrance of building No. 32, building 1, on Gagarin Street. In the decree, the work is linked to eliminating the consequences of a “man-made emergency of regional character” that arose on June 26, 2026, and the words “UAV”, “attack”, or “shelling” do not appear in the document.

On August 7, local media wrote that a UAV hit a nine-story building on Gagarin, 32. “Crimea. Realities” reported drones flying over and Russian air defenses operating, after which the drone fell on a residential building, and Kerch.com.ru wrote about a meeting of residents with the head of the administration because of delays in restoration and clarified that the explosion struck the upper floors of the first entrance.

“Crimean Wind” gave the exact address — Gagarin, 32 — and published photos and videos of the damaged building, claiming that the drone had been shot down or suppressed by Russian air defense/electronic warfare and fell onto the nine-story building. In other regions, the authorities directly name drone attacks as the cause of damage in regulations on payments: in Tatarstan, on August 10, 2026, Resolution No. 924 was adopted on assistance to those affected in Nizhnekamsk; in Tula, Resolution No. 253 provided compensation to large families who completely lost their housing during the attack on June 15, 2026; and a separate Tula decree also established reserve fund expenditures for housing lost as a result of explosions of explosive objects, shelling, or the use of unmanned aerial vehicles by the armed formations of Ukraine. In the Sasovo municipal district of the Ryazan region, a procedure was approved for assisting homeowners whose housing was damaged, including as a result of drone attacks.
