Private draft
The CEC completed the distribution of seats in the State Duma of the ninth convocation after more than 50 candidates from United Russia declined parliamentary seats. The party won 349 of 450 seats, and 46 people associated with the war against Ukraine entered the new convocation.
According to Important Stories, the CPRF has 37 seats, LDPR has 23, New People has 19, A Just Russia has 17, and Rodina has one. Four more seats went to independent candidates.
In the new convocation, as the publication writes, 46 people associated with the war against Ukraine entered. Earlier it counted 38 already elected deputies who fought, worked in occupied territories, helped the Russian army, or were involved in supporting war participants, and then the final results for another eight candidates also brought them seats.
Among them is Nursultan Mussagaleev, whom the Security Service of Ukraine accuses of involvement in the torture and murder of a civilian during the occupation of the Bucha district. According to the SBU, in 2022 he commanded a reconnaissance platoon of the 104th Air Assault Regiment, ordered the kidnapping of a 29-year-old man, who was taken to a forest, tortured, and then shot. Later, Mussagaleev received the title of Hero of Russia and became a participant in the Time of Heroes program.
Among the new deputies is also Mikhail Rakhlin — the son of Vladimir Putin’s first judo coach, Anatoly Rakhlin. In 2019, Vladimir Putin awarded him the Order of Honor, and in 2020 he was given the title of Honored Worker of Physical Culture.
Dmitry Tuleyev also became a deputy: for all of 2025 he declared an income of 5 rubles 40 kopecks, that is, interest on a bank deposit. He is the son of Aman Tuleyev, who headed the Kemerovo region for more than 20 years; until 2024, the younger Tuleyev worked in the Rosavtodor system, and he ran in the election as unemployed.
Viktor Bout also entered the State Duma: in 2012 in the United States he was sentenced to 25 years in prison on charges of conspiring to sell weapons to the Colombian group FARC. In December 2022 he was exchanged for American basketball player Brittney Griner; after returning to Russia, Bout joined the LDPR, and in 2023 he became a deputy in the legislative assembly of the Ulyanovsk region.
Admiral Vladimir Kasatonov was also elected: since 2019 he had been deputy commander-in-chief of the Navy, and in 2024 he became first deputy and head of the Main Staff of the fleet. During the war, the Black Sea Fleet lost about 30% of its combat strength destroyed or seriously damaged.
At the same time, Maria Butina, deputy speaker Sholban Kara-ool, who headed Tuva for almost 14 years, as well as Galina Khovanskaya, Mikhail Delyagin, Fedot Tumusov, Sergei Obukhov, Nikolai Arefyev, and Denis Parfenov did not make it into the new Duma. After 12 years, former Novosibirsk mayor Anatoly Lokot returned to the State Duma: he was a deputy in three convocations in 2003–2014, and then headed Novosibirsk for almost ten years.
