CB discussed access to the crypto market with banks, depositories, and cryptocurrency exchangers

Private draft

The Bank of Russia is holding informal consultations with banks, depositories, and cryptocurrency exchangers about access to the legal Russian crypto market. After the first-line acts are published, participants will be able to apply for licenses and inclusion in registries, said First Deputy Governor of the Central Bank Vladimir Chistyukhin on the sidelines of the Moscow Financial Forum.

Chistyukhin clarified that the first-line acts include, in particular, documents on registries and qualification requirements. Only after their adoption, actual publication, and entry into force will it be possible to apply for licenses and inclusion in registries.

According to him, informal consultations are being held with a broad range of participants. These include banks, brokers, depositories, trading organizers, and non-financial companies that deal in cryptocurrency exchange.

Since September 1, the law “On Digital Currencies and Digital Rights” has come into force in Russia, creating comprehensive regulation of cryptocurrency circulation. Transactions with them will be carried out through the existing infrastructure — exchanges, brokers, and trust managers.

In addition, new participants will appear in the system — cryptocurrency exchangers and digital depositories. Cryptocurrency can be bought and sold at exchangers, and rights to such assets will be recorded in digital depositories.

Non-qualified investors will be allowed to buy only Bitcoin, Ethereum, and Tether USDT within 300,000 rubles per year through one intermediary. Qualified investors will be able to acquire all cryptocurrencies that will trade on the exchange and over-the-counter markets, with no amount limit.

Exporters and importers will be able to use cryptocurrency for cross-border settlements without restrictions. After the transition period ends, from July 1, 2027, it is planned to introduce liability for illegal activity by intermediaries in the cryptocurrency market, similar to the liability for illegal banking activity.
