Canadian Arend Feenstra reported a requirement for a contract with the Ministry of Defense for permanent residence

Private draft

Canadian Arend Feenstra, who moved with his family to the Nizhny Novgorod region in early 2024 under a program for citizens of “unfriendly” countries who share “traditional family values”, said that to switch from temporary residence to permanent residence he needs to sign a contract for military service with the Russian Ministry of Defense. He referred to the presidential decree of November 5, 2025, “On the Temporary Procedure for Admission to Russian Citizenship and Issuance of a Residence Permit in the Russian Federation”.

Feenstra said he did not come to Russia to sign such a contract. According to him, he has eight young children at home and a farm that needs attention, so he cannot leave for a year, two, three, or four.

He stated that in that case he would “rather have taken the risk in Canada”, although he believes living there is risky too. Feenstra also added that the family no longer advises other foreigners to move to Russia.

According to him, “the problem is that there is no way forward, and more and more people understand that”. He said that every time people are almost at the goal, the rules change, and explained that he does not understand why this happens.

Feenstra reminded that his family was the first Canadian family in the Nizhny Novgorod region to be granted a temporary residence permit (TRP) under the simplified program.
