Buryatia redirected 4 million rubles from wastewater treatment and a landfill to the transportation of the head’s administration

Private draft

The government of Buryatia on September 7 reallocated 4 million rubles from wastewater treatment plant projects and a landfill to the rental of cars and air transport for the administration of the head and the government of the republic. Most of the amount was taken from the construction of treatment facilities in Kichera, and the rest — from the landfill project in Barguzin.

By an order dated September 7, 3.7 million rubles were taken from the construction of wastewater treatment facilities in the settlement of Kichera in the North Baikal district, and 296 thousand rubles — from the landfill project in the village of Barguzin. The full 4 million rubles will go to the administration of the head and government of Buryatia for the rental of road and air transport.

Previously, about 35 million rubles had been allocated for the design and construction of the landfill in 2026. At the same time, the decision itself does not mean that the facilities have finally lost funding: part of the expenses could be postponed to next year or freed up due to a shift in the work schedule.

The wastewater treatment facilities in Kichera still have not been built, and the authorities have been trying to obtain the project for the facility since at least 2020. The first design tender was announced almost six years ago, and in January 2021 the authorities signed a contract for 3.4 million rubles to prepare the project and obtain expert reviews.

The work was not brought to completion at the time: the contract was terminated after a dispute over which purification technology to use, and then the client and contractor went to court. In 2026, the authorities again tried several times to commission the wastewater treatment project for 20 million rubles, and the next tender for engineering surveys and the preparation of design and working documentation was announced on September 3.

The spending cuts came amid Buryatia’s waste problems. The republic asked the federal center for 6.5 billion rubles for a new waste processing complex, the equipment of the region’s only operator, EcoAlliance, is about half worn out, the existing landfills are overfilled and burning, and earlier the police opened criminal cases over the alleged overstatement of the volumes of waste removed by contractors.
