Berlin prepares to restrict Saxony-Anhalt’s access to the Bundeswehr’s secret plan

Private draft

Friedrich Merz’s government is preparing to restrict the authorities of the state of Saxony-Anhalt from accessing the classified Bundeswehr plan in the event of a new Russian attack in Eastern Europe. Berlin fears the document could end up in Russia through the local branch of the AfD.

According to The New York Times (USA), the plan is about 1,000 pages long and was prepared in 2024. At present, the authorities of all 16 German states can review it.

Berlin fears that the state branch of the “Alternative for Germany” (AfD), which won 44% in the Saxony-Anhalt elections and is now forming a coalition, could pass the plan to Russia. The authorities are also discussing cutting the state off from intelligence on Russia’s subversive activity in Europe and on investigations against the far right, including the AfD itself.

At the same time, a complete halt to information sharing with Saxony-Anhalt is not planned, so as not to hinder the fight against terrorist attacks. Germany’s Defense Ministry said it is assessing which information needs to be protected.

Concerns about leaks to Moscow were voiced by Germany’s allies, including Poland and some Scandinavian countries. Berlin assured them that it is preparing restrictions, but did not specify exactly what data the state will stop receiving.

AfD representative York Herrmann called the idea of depriving the party of access to intelligence information on the basis of unfounded and unprovable accusations “completely undemocratic”. Defense Minister Boris Pistorius had already promised before the elections not to share military intelligence with the AfD-led government; the AfD state branch in Saxony-Anhalt has been confirmed as extremist, and it is being monitored, including by undercover agents.
