A survey by Active Group for the Future Research Foundation showed that 51.7% of Ukrainians allow a territorial compromise to end the war with Russia. 41.3% of respondents opposed this option.
According to data cited by Interfax-Ukraine, 51.7% of survey participants answered positively about the acceptability of a territorial compromise: 29.4% said they were ready to agree to it if it would lead to the end of the war, while another 22.3% chose the option “rather yes”.
Peace talks with Russia were supported by 72.2% of respondents, while 20.8% spoke against them. Among the options for ending the war, 48.5% chose compromise and negotiations on a ceasefire, including territorial or political concessions, and 24.6% chose a temporary freeze of hostilities along the current front line without recognizing the loss of territories.
Continuing the war until Ukraine’s 1991 borders are restored was supported by 18.6% of respondents. The Active Group survey for the Future Research Foundation was conducted from September 19 to 22, 2026, using CATI telephone interviews; 1,203 people over the age of 18 in territory controlled by the Ukrainian government took part.
In December 2024, 39.1% of respondents in a similar Active Group survey said that Ukraine should agree to freeze the war along the current front line if Donald Trump demanded it, while 45.8% opposed it. The current study also showed that 58.7% of respondents believe events in Ukraine are developing in the wrong direction, and 84.5% of participants called the mobilization procedure unfair.
