By this calculation, SR is ahead of the threshold by about 25,000 votes. Without these votes, the party’s result would have been 4.93%, and it would not have made it into the State Duma.
Novaya Gazeta Europe пишет that at polling stations with no signs of falsification, SR was receiving about 7% of the votes. The publication also notes that because of massive ballot stuffing for United Russia, SR’s share in the overall result fell below 5%.
Then, in a number of regions, abnormally high SR figures began to appear in the protocols. The publication found such votes at polling stations in 18 territorial election commissions in eight regions: the first protocols gave the party 2–5%, while later ones showed 15–40% with turnout and the other parties’ figures unchanged.
The jump, according to the publication, is linked to the time protocols were entered into the GAS “Vybory” system. The results for Saint Petersburg appeared in the system only during the last hour, and as of September 22, protocols from Bashkortostan and the Leningrad Region are still missing from it, although they have already been included in the CEC’s summary figures.
On September 21, the CEC reported that after 95% of the protocols had been processed, SR had 4.96%, and by evening, after 97%, — exactly 5%. According to the publication’s calculations, the most votes were added in Lyubertsy — 15,447, in the Leninsky TEC of Ulyanovsk — 7,635, in TEC No. 24 of Saint Petersburg — 6,971, and in the Primorsky TEC of Novorossiysk — 6,829.
In Ulyanovsk, 26 precincts of one commission received the same result to within a tenth of a percent. According to Novaya Gazeta Europe’s calculations, this is what produced the final result in which SR crossed the threshold at the last moment.
