As of September 24, 2026, 518 minors were listed in Rosfinmonitoring’s registry of terrorists and extremists. Since June, their number has increased by 53; the youngest person on the list was Miron Pavlov from Tomsk, born in June 2012.
As of September 24, 2026, 22,962 people were listed in Rosfinmonitoring’s registry of terrorists and extremists, including 518 minors aged 14 to 17. According to The Insider’s count, since June 7 their number has increased by 53; among the most recently added was Miron Pavlov from Tomsk, born in June 2012 and becoming the youngest person on the list.
At the time of the count, Pavlov was 14 years, 3 months, and 1 week old. In the list, his surname is marked with an asterisk, which means he may face a “terrorism” charge; what exactly he is accused of has not been publicly disclosed.
A July study by “First Department” said that minors are the fastest-growing category in the registry. According to the project, until 2022 no more than 15 teenagers were added there per year, in 2023 — 44, in 2024 — 141, and in 2025 — 354; nearly 90% of them end up in the “terrorism” part of the list.
“First Department” noted that being included in the registry does not in itself mean a court has recognized a person as a terrorist or extremist: only a court can do that. At the same time, being placed on the list makes work, earning money, and ordinary financial transactions more difficult, and the rise in the number of minors turned out to be greater than the difference between the June and September figures, because 100 of the 465 people recorded on June 7 had already turned 18 by September 24, and three more did so that same Thursday.
