Palantir named Nebius as its AI infrastructure partner for the Sovereign AI Operating System project. Nebius’s computing resources and services will be available within Palantir’s infrastructure so that clients can use them without giving up control over their data.
Palantir CEO Alex Karp said that Nebius’s computing infrastructure makes it possible to run proprietary AI models in controlled environments. In response, Volozh said that organizations need large-scale AI infrastructure and control over their data and models.
Palantir is one of the largest developers of AI and data analysis systems for the Pentagon and U.S. intelligence agencies; its clients have included the CIA, the FBI, U.S. Immigration and Customs Enforcement (ICE), police, and others. In 2025, the company signed an agreement with the U.S. Army worth up to $10 billion and is participating in the Pentagon’s Project Maven, where AI is used to analyze intelligence data and identify targets.
Palantir systems were also used by the U.S. military in preparing strikes on Iran. According to the American newspaper The Washington Post, the Pentagon used the Maven Smart System, integrated with the Claude AI model, to identify targets in Iran.
Palantir technologies have been used by Ukraine in the war against Russia since 2022, and in January 2024 the company’s leadership announced a strategic partnership with the Israeli military. Nebius emerged after the split of Yandex’s Russian and international businesses in 2024; its main focus became AI infrastructure, and after separating from Yandex the company raised about $20 billion in funding.
Among Nebius’s major clients have been Meta, Microsoft, Revolut, and Shopify, and in February 2026 Volozh renounced Russian citizenship and retained Israeli citizenship.
