Power supply restored after outage at CHP-2 in Kaliningrad Oblast

Private draft

On the night of October 31, a widespread power outage occurred in Kaliningrad Oblast after the emergency protection system at Kaliningrad CHP-2 was triggered. Residents of several districts of Kaliningrad and a number of settlements in the region were left without electricity; by morning, power supply had been restored.

The outages began on October 30 at around 11:30 p.m. Residents of Guryevsk, Svetlogorsk, Pionersky, Yantarny, Gvardeysk, Bagrationovsk, and several districts of Kaliningrad reported a lack of electricity. In some settlements, mobile internet disruptions were also observed.

Kaliningrad Oblast is a Russian exclave between Poland and Lithuania. Since February 8, 2025, its power system has been operating in isolated mode after the Baltic states left the BRELL ring, and the region's power supply is provided by its own power plants.

The press secretary for the governor of Kaliningrad Oblast, Mariam Bashkirova, said that the emergency protection system at Kaliningrad CHP-2 was triggered, after which part of the equipment shut down. The load was promptly redistributed to other power plants in the region. Rossetti Yantar said that no technological disruptions were recorded at the network facilities it owns.

According to The Insider, Kaliningrad CHP-2 accounts for about 47% of the region's total installed generating capacity, and the plant's capacity is 900 MW. The publication also noted that four additional power plants with a combined capacity of about 1 GW were built in the region to prepare for isolated operation.

Energy workers began restoring electricity to consumers in stages and initially expected to complete reconnection within an hour. By morning, power supply had been restored, the regional government said. The authorities did not specify the reason the emergency protection system was triggered.

A similar accident at the same CHP-2 occurred on June 14: at that time, part of the equipment also shut down after the protection system was triggered, and the load was redistributed to other power plants. Another major outage in Kaliningrad occurred on October 26, when due to a transformer malfunction, consumers on dozens of streets, including in the Pregolsky neighborhood, were left without electricity.
