In Russia, the list of grounds for expelling foreigners was expanded to 45 items

Private draft

In Russia, amendments have come into force that expanded the list of grounds for the forced expulsion of foreigners who lived in the country to 45 items. Under more than 20 articles of the Code of Administrative Offenses, courts will now no longer be able to impose a fine or arrest in such cases.

The amendments expanded the list of grounds for the forced expulsion of foreigners who lived in Russia to 45 items, including participation in rallies, work in “undesirable organizations”, violations of the emergency regime, and “the dissemination of TV programs and films that affect the subconscious”, пишет The Moscow Times.

At the initiative of the Interior Ministry, the State Duma made deportation an unconditional punishment under more than 20 articles of the Code of Administrative Offenses. In such cases, courts can no longer impose a fine or arrest.

This list includes, in particular, violations of the requirements of the emergency regime, participation in the activities of an “undesirable organization”, participation in unauthorized rallies, coercion to participate in a strike or refuse to take part in one, and disobedience to border guards. Specifically for foreigners, the code also added new offenses: petty hooliganism when disobeying the police, publishing instructions for assembling bombs in the media, and influencing the subconscious through films and broadcasts.

At the same time, fines for migrants were increased under 14 articles of the administrative code. For illegal employment, the fine for foreigners rose from 2,000–5,000 to 4,000–7,000 rubles.

Vyacheslav Volodin explained the purpose of the amendments as follows: “It is important to us that law-abiding people come to the country. They came, earned money, and left, respecting our laws, culture, and obeying law enforcement representatives”.

The tightening of the rules is taking place against the backdrop of a rise in the number of labor immigrants. In the first nine months of 2026, the Interior Ministry issued about 215.3 thousand work permits for foreign citizens, which is 21% more than for the same period in 2025.

The authorities are also proposing to increase quotas for certain specialties, including for the needs of the Alabuga zone. The main donors of labor have become India and Vietnam, rather than the former Soviet republics, as before.

Interest in working in Russia in the countries of the former USSR has declined amid the tightening of requirements for migrants and the ongoing war in Ukraine.
